OF CIVIL GOVERNMENT

THE COMMITTEE considered a report by the Joint Planning Staff examining the arrangements to be made for the command of the three Services in Hong Kong after the return of the civil government.

SIR RHODERICK MCGRIGOR, referring to paragraph 14, of the report, said that he was concerned by the stipulation that the Chairman of the Inter-Services Committee should not as its agent in dealing with the Governor on matters of an inter-Service nature as the Army representative would in effect presumably be the permanent Chairman, being very much more senior to the Navy and R..F. representatives.

LO-D ALADROOVE said that as ench of the local commanders would have an equal right of access to the Governor on matters peculiar to his own Service, no difficulties should rise,

THE COITTEE:-

(a) Approved the report by the Joint

Planning Steff;

(b) Instructed the Secretary to forward a copy of the paper to the Colonial Office for their concurrence.
