The Chiefs of Staff at their meeting today considered the Command of the Services in Hong Kong after the resumption of Civil Administration and in the light of the memorandum by the Colonial Office forwarded under cover of Chalmers' letter (13031/10/45) of 5th February, 1946.

The Chiefs of Staff instructed me to send

you a copy of the attached paper with which they are in agreement, and to seek your concurrence in the arrangements proposed.
