I have the honour to inform you that the
Chiefs of Staff have had under consideration
the arrangements for the command of the three Services in Hong Kong now that Civil Administration
Chutney has been resumed, The Chi
approved and
to the following procedure: -
Staff have
The three Service Commanders in Hong Kong
will be of equal status, local inter-Service
Co-ordination being effected through an Inter-
Service Committee consisting of the three Local
Commanders. It is considered that a senior
member of the Civil Administration should be
included in the Committee to assist in the
co-ordination of matters in which both Civil and
Militery interests are involved.
:: As the G.0.C. Land Forces has the major
responsibility for internal security in the Colony and for dealing with Chinese Military Authorities, he will be appointed Chairman of the
Committee. The appointment will not, however,
carry the title of "Fortress Commander".
The Chiefs of Staff have agreed that Hong Kong should not be organised for defence against attack by a major power and it is considered that such small scale operations as may develop could adequately be directed by the three Commanders
