Next,

If the gendarmerie were, like the

Palestine Police, to contain a high

proportion of Europeans these would probably

like the Palestine Police, be selected

from serving soldiers or young men about to be called up for the Forces. There is

also a financial point. As you will be

aware Hong Kong is grant aided and the

Treasury would have to be consulted before

the gendarmerie could be formed. They

would no doubt have to be convinced that

there would be any real saving in a special

force being created to undertake work which

is now a task of the British Army.

From

the above you will see we would much rather

that the suggestion that plans for a gendarmerie should be considered should

be dropped for the present. If, however,

in spite of this you wish us to take the

matter further, then the next step would

be to consult the Governor.
