This paper was mentioned at our meeting with Sir George Gater this morning. It was agreed that there is nothing in it which should give an opening for raising the question of converting the Governorship of Hong Kong into a military Governorship. The proposal, for which approval is sought, that Hong Kong should be regarded as undefended port, so far as fixed defences were concerned, could certainly not be used as an argument in favour of military Governorship, though the proposal in the next paragraph of the paper (paragraph 5) that there shoull be a permanent
