3. In a separato paper, which should be road in conjunction with this report, we have proposed that local command arran menta in 11 Colonial territories should be standardised on the followin: lincs:-

(a) Inter-service co-ordination should be effected by

e committee of the local Service Commandora;

(b) Subject to the approval of the Colonial and

Burma Offices, co-ordination of local civil and service requirements should be undertaken by Local Defence Committees under the

Chairmanship of the Hond Political Representative of His Majesty's Government, in order that the Service Commanders may enjoy equal rihte of access to him;

gainst this background wo examine below the particular case of Hong Kong.
