COMMAND OF SERVICES IN HONG KONG

Draft Report by the Joint Planning Staff

In accordance with instructions we have revised our previous report on the arrangements to be made for the Command of the three Services in Hong Kong after the return of the Civil Governor.

2.

We have consulted the Colonial Office.

We have taken into account:-

(a) the views expressed by the Chiefs of Staff;

(b) a letter from the Colonial office, enclosing

a draft telegram from the Colonial Office

to the Governor of Hong Kong;

(c) the views of Admiral Harcourt which are

contained in three telegrams to the Chiefs of Staff.

Introduction

3. In a separate paper we have proposed that local command arrangements in Colonial territories should be standardised on the following lines:-

(a) Inter-service co-ordination should be effected by

a committee of the local Service Commanders;

(b) Co-ordination of civil and Service requirements

should be undertaken by Local Defence Committees comprising local Commanders under the chairmanship of the Head Political Representative of His Majesty's Government.

Against this background we examine the particular case of Hong Kong.
