The Chief of staff, in consultation with this office, have been considering the arrangements for the cound of the three Services in Hong Kong now that Civil Administratim hus been resumod. The following procedure has been approved:-

(1) The three Service Jo anders in Hong Kong will be of equal status, lucal inter-service co-ordination being effected trough an Inter Service Committee consisting of the tree loc: 1 condors. It is not intended to appoint a Fortress Commander.

(11) A Local Dolence Committee, under your Chairmanship, should bu est olished for the co-ordinati n of civil and service matters in Hong Kong. The three Service Co..undors serving on the Defence Coranittee will thus have equal right of necess to you.
