Draft Letter to the Colonial Office
We refer to your minute 1301/10/46, of 13th May
to the Secretary of the Chiefs of Staff Committee, enclosing a draft telegram to the Governor of Hong Kong informing hii. of the arrangements for the command of the three Services now that Hong Kong is under Civil Administration.

In the light of our proposals for the standardisation of civil and Service co-ordination in the Colonies set out in a separato lettere have given further consideration to the arrangements for llong Kong put forward in J.P.(46) which was forwarded to you on 17th April, We now feel that the arrangement outlined in paragraph 14 of J.P.(46) 34, whereby the General Officer Commanding Land Forces would Do Chuis.n of the Inter-Gorvice Committee, and act as its ayout in deling with the Governor on watters of an inter- Bulvico nuture, meul, bo umusible in that it would dejart fra. the principle thut och of the loc:1 c...ndors should havo oqui edo to the Governor.

Although vo appreciate that conditions in long Kong have not yet returned to normal, we do not think that the situation justifies a departure from the standard organisation which we are anxious to cutablish,

We are the rofore of the opinion that inter-service co-ordination should be undertaken by a committee of the three Service Coders, and that civil and service co-ordination should be ofructed by means of a Local Defence Committee consisting of the Bervice Concie.ders under the Chairmans....ip of the Governor, This arrangement is similar to that already in forco in Ceylon.

We attuch for your concurrence a draft telograil to the Governor of Hong eng, the terus of which are based on the organisation outlined in paragrugh 4. soon as your grocaent has beun obtained, it is intended that the Survice Ministries shall isque revised directives to their Service Representatives.
