Dear Stapleton,
We spoke on Friday about your letter COS 696/6 of the 12th June to Bir George Gater, on the arrangements proposed by the Chiefe of Steff for the command of the three Services in Hong Kong.
As I told you we should like to find out whether the Governor has any comments on the proposals before they are finnlly approved. We therefore wish, subject to the Chiefs of Staff's concurrence, to telegraph to the Governor of Hong Kong in
the terms of the attached draft rather than
as suggested in your letter.
