The Committee, had before them e telegramXX from the Supreme Commander, South East Asia, bringing to the attention of the Chiefs of Staff the British Defence Committee's, South East Asia, opinion that if in the event of disagreement arisin between Service and civil requirements in Hong Kon!, which could not be resolved locally, the correct procedure would be to refer the dispute in the first place to the British Defence Committee of South East Asia, rather than direct to London.

In discussion it was a reed that it would be necessary to obtain the advice of the Colonial Office on the relative positions of the Governor of Malaya and of Hong Kong. Their own interpretation of the procedure would be that if a matter of dispute occurred in Hong Kong on subjects affenting strategic considerations in the South East Asia Zone, it should be referred to the Defence Committee at Sinmpore in the first place.
