The Chiefs of staff this morning considered the comments of the British Defence Committee, South East sia contained in SACOS 727 (attached) about the position of the authorities in Hong Kong in referring matters

of dispute between civil and Service authorities to either Singapore or London for decision.
2.
The Chiefs of Staff thought that any interpretation must be governed largely by the relative positions of the Governors of Lalaya and Hong Kong to each other and vis-a-vis the Colonial Office.
3.
From the military point of view, as the Commanders of the three Services at Hong Kong are responsible to their respective Commanders-in-Chief, located, in the case of the Army and Royal Air Force at Singapore, and the Navy to C.-in-C., B. F. F., the Chiefs of Staff opinion is that arrangements could be
