I saw Group Captain Stapleton to-day about proposed arrangements for referring matters between the Services and the Civil authorities in Hong Kong which could not be decided locally.
I asked him whether there were any terme of reference for the South East Asia Defence Committee. He replied that there were no terms of reference except for the instructions given to the Governor-General contained in (63) on this File. He said that the interests of the various Services were so varied and matters which might affect the strategic situation in South East Asia so large that it would be impossible to lay down definite terms of reference and he thought that the South East Asia Defence Committee could discuss any matters which they considered affected them.
I told him that we should have to consult the

The Governor could refer matters either to South East Asia Defence Committee or to London and in his opinion he thought that the Governor could refer to one of these places, with a copy to the other, any case where he was in doubt as to the proper authority to deal with the matter.
