Sir George Gater told me this morning that on the instructions of the Prime Minister, Mr. Rowan had informed Major-General Hollis, in reply to the latter's minute of the 13th March, that the Prime Minister had decided that the resumption of civil administration should be deferred for one month.

I am taking up on Sir Mark Young's personal file (21031 C.R.) the arrangements for a public announcement on the lines contemplated

in the last paragraph but one of Sir George Gater's minute to Mir. Rowan of the 14th March. The only action to be taken on this file, I think, is a letter to Major-General Hollis, informing him that arrangements are being made for the public announcement of Sir Mark Yun's return to Hong Kong and the exte..sion or is term of office.

It was agreed at this morning's meeting that this would be desirable to assist in forestalling any attempts that may be made to secure a further extension of the military period.
