Please refer to JP(46)179(0)(Draft)
of the 25th September 1946 regarding the future Garrison of Hong Kong.
This draft Paper differs from the Preliminary Dreft in that the question of preparing plans, which could be brought into effect at short notice, for the formation of a Local Militia is introduced and the War Office are invited to confine their discussions with the Colonial Office to the preparation of such plans.
In the Preliminary Draft the War Office was instructed to defer discussion of the formation of a Gendarmerie with the Colonial office until the Long Term Policy and the future Garrison of Hong Kong had been decided. We do not feel that any useful purpose would be served by opening discussions now with the War Office with a view to the possible formation of a Local Militia or Gendarmerie
at some date in the future which cannot possibly be foreseen.
