Report by the Joint Planning Staff

In anticipation of instructions we have examined two telegrams+ from 0.A.0.5.3.A. in which he forwards views expressed by South het abi Defence Committee concerning the garrison of Hong Kong. We have consulted the Colonial Office.

(a) Since the colony could not be defended against attack by a major power in occupation of the Chinese minlami, Hong Kong should be regarded As an und funded port as far as fixed defences are concerned.

(b) Directly the re-establishment of the local Police

Force permits the present Army garrison of two brigados should be reduced to one brigade which, together with half a flying boat squadron, would he required in the colony for some considerable time. Units of the British Pacific Fleet would provide such local naval co-oper.tion as might be required.

POSITION: UP TO APRIL, 1947

The Governor of lion; Kong has stated that the loc-1 polico will not be ufficient enough to allow a reduction of troops before April, 2047. The South Last Asia Defence Committoc consider that two brigades vill therefore be required until thi. te.
