This would ensure that when the time arrived
to form the gendarmerie, it would be established
in the field as quickly as possible and hence relieve the military garrison with the least delay.

I have therefore been asked to invite the Colonial Office if they would continue discussions with the War Office about the plans for the formation of the gendarmerie in Hong Kong.
