COPY OF LETTER (REF: COS.1385/6) DATED 8TH NOVEMBER, 1946, FROM THE SECRETARY, CHIEFS OF STAFF COMMITTEE. TO THE COLONIAL OFFICE

The Chiefs of Staff this morning discussed a Joint Planning Staff report (J(46)179 (Final)), of which I believe you have a copy, on the future garrison of Hong Kong. I enclose a copy of the record of this discussion.

2. On the question of the formation of the gendarmerie

in Hong Kong, the Chiefs of Staff recognise that the present political and practical conditions rinkosthe replacemont of the military garrison by a local gendarmerie capable of ensuring the internal security and local protection of the Colony, is impracticable at the present time.

Nevertheless, because of the shortage of manpower available to the Services and hense their necessity to cut down on all overseas commitments, the Chiefs of Staff adhere to their view that the ultimate plan must be for a police or gendarmerie force to take over the duties of the military garrison, and that this should be effected as soon as possible.

4. The Chiefs of Staff consider that although the replacement of the garrison is impracticable at present, there is much preliminary work to he done if the project is to be realised, and they ask that the necessary planning for raising and establishing the required

5. I have therefore been asked to invite the Colonial Office if they would continue discussions with the War Office about the plans for the formation of the gendarmerie in Hong Kong.
