Downing Street,

19th November, 1946.

We have just seen the telegram from

6) S.A.C.S. E.A. No. SEACOS 785 of the 12th November

(is)

FURTHER ACTION_

about the Hong Kong garrison. That telegram does

not accept the proposals made by the Chiefs of Staff in their COS8EA 585, but refers to a report which apprently has been sent specially to the War office. We understand that this report proposes that the Hong Kong garrison after April 1947 should not include any field artillery.

I have already sent you sepaýately copies

of a telegram addressed by the Governor of Hong Kong to the 9.E.A. Defence Committee (No. 1385 of the 1st November) and repeated to us on this subject. You will see that it lays great stress on the importance of including field artillery in the garrison of Hong Kong. For our part, in so far as we are competent to express an opinion, we fully support the Governor's view and we very much hope that it will be accepted.
