5.

It is recomended that the Hong Kong Volunteer Defence Corps and the Hong Kong Royal Navy Volunteer Reserve should be re- catablished, and that in addition an Auxiliary (ir Force should be fomed. On receipt of approval in principle of this project, detailed oxamination of the establishments recomended will be made.

It is requested that carly approval may be given to the scale of forces required, since it is an urgent mattor to plan and obtain financial approval for personnel and technical accomodation.

7.

It will be noted from Section VIII of the appreciation that the total deficiency of personnel accomodation will be nearly 16,000. Although this deficiency will to a certain extent be made good by the provision of hutted camps, a considerable mubor of requisitioned Civil buildings will have to be retained. This is most undesirable, as it is bound to have an adverso offect on the rohabilitation of the Colony.
