We consider that the Colonial Office should be invited to take up this matter with the Treasury.
Accommodation
14. C.-in-C. recommends the construction of permanent accommodation for the increased garrison be undertaken at an early date.
A certain amount of re-building will undoubtedly have to be done in Hong Kong but we do not consider that there is any point in making a detailed examination now of Admirel Harcourt's plan, which caters for a force of approximately twice the size of that which we now propose.
We consider that the C.-in-C. should be invited to submit a new plan for eccommodating, one brigade, in anticipation of Cabinet "pproval for this garrison.
Provision of Fixed and Mobile Defences
15. The C.-in-C., Hong Kong, recommends that all A.A. runs in Hong Kong should be mobile. This is a matter for the Defence of Bases Committee, who, we consider should be invited to take into account the C.-in-C's appreciation together with this paper in dotormining the scale of defences to be provided at Hong Kong over a period of the next five years.
