C.-in-C. Hong Kong states that air reinforcomont prosents no difficulties except for single engined aircraft which he considors would requiro staging facilitios in China. Wo do not considor that thosc facilities are in fact ossential as it should be possible to stage all typos of aircraft through French Indo China.
14. C.-in-C. Hong Kong envisages the possible nood for supply and reinforcomont by airi lo do not, consider that the probable scale of air or naval attack is likely to provont normal supply and reinforcement by sca, although difficulties might arise from organized strikes, and disorganization of local dock labour. Wo do not, thoroforo, consider that any special measures for air supply are nocossary over and above the normal air transport servicos.
15. We consider that the other detailed points raised by C.-in-C., Hon Kong, in his Air Plan including the radar lay out should be examined by the Defence of Basos Committoo and the ir Ministry.
Intelligence Organisation
16. C.-in-C., Hong Kong, recommends that Joint Intelligence Committee, including civil representation, bo maintained; the scrvices of reliable agents for reporting from the mainland are considered essential.
The J. I. C. agree with this course, and recommend
that close liaison should be maintained with H.H. Embassy in China and Hall. Consul General in Canton.
Voluntoor and Auxiliary Foreca
17.
C.-in-C Hong Kong requests approval in principle to the forming of volunteer and auxiliary forces.
We are in agreement with this since it is the most aconomical method of providing a rosorvo in the ovent of minor disturbances.
Wo consider that tho Colonial Offico and Sorvico Hinistries should be invited to tako up this matter with C.-in-C., Hong Kong,
Provision of Fixed and liobile Defences
18. The C.-in-C., Hong Kong, rocommonds that all do
This is a mattor for guns in Hong Kong should be mobilo.
tho Dofonco of buscs Committoe, who, wo consider, should be invited to recommend the scale of defences to be provided at Hong Kong over a period of the next five years, taking this paper into cecount.
..ccommodation
This
19. The forces we have recommended as necessary for Hong Kong diffor considerably from thoso on which tho C.-in-C. based his accommodation requirements. It will, therefore, bo necessary for him to make a now plan for accommodation. will have to take into account the recommendations of the Defence of Busos Committoo regarding the scale of defences to be provided and any special requirements of the Service Ministries when the now plan is rocoived we suggest that it should be examined by the Principal Administrative Officers Committoo.
