I had not seen the despatch from the Governor of Hong Kong and its enclosure at No.46 on this file. This document reinforces the view that it would be premature to start drawing up detailed plans for a gendarmerie to replace the troops in Hong Kong. Indeed, I think that the existing policy of reducing the garrison from two brigades to one brigade when the police force is fully established may have to be roconsidered when the British Del'ence Committee, South East Asia, has considered and reported on the appreciation prepared by the Hong Kong Defence Committee.
In view of No.46, I think that we might take a rather stronger line in the reply to Major-General Sugden than Mr. Sabben-Clare and I originally contemplated. I therefore submit an alternative draft which I have martel for Sir George bater's signature, as I believe that he is now back at the Office.
