Long Term Defence Requirements for Hong Kons

Regarding our long-term policy, the preparation for the possible use of Hong Kong as an operational naval and air base (including consideration of the dotailed points in G.-in-C. Hong Kong's Air Plan, and the provision of fixed and mobile defences), is a matter which should be dealt with by the Defence of Bases Committee and the Service Ministries.
Accommodation and Base Installations
19. The forces we have rocommended as necessary for Hong Kong differ considerably from those on which C.-in-C. Hong Kong has based his accommodation requirements. In addition, the requirements, for Base installations will depend on what defences the Defence of Bases Committee recommend.
It will therefore he necessary for C-in-C. Hong Kong
to review his requiroments to cater for:-
(a) Forces recommended in this paper
(b) Defences recommended by the Defenco
of Bases Committee.
(c) Special requirements of the Service
Ministries including scale of reserve and maintenance holdings.
When the new plan is received we recommend that
