The formation of volunteer forces of the three Services will depend primarily upon the long term policy adopted with rugard to the use of white man-pover in the Colonies in the event of war. 1.5 rogards Hong Kong this decision may be affected by the question of whether volunteer forces are required for thu manning of'luenl defences. We therefore suggest that thi qucation should be examined by the three service Ministries in conjuction with the Colonial Office in the light of the D.B.C. Report.

Regarding our long: turn policy, wo should be prepared to instal at short notice the necessary coale of defencus against air and/or naval attack from a distance. Plans and preparations necessary for the provision at short notice of a mobile scale of defuncos, including anti- submarine, anti-aircraft and fighter dufonces, should be mado beforehand. The length of this notice will dupend on the general international situation, and also in particular on the likelihood or otherwise of Hong Kong being required as an operational naval end air baso. useful forecast of this notice can at presont bo given.

Accommodation and Base Installations
19. The forces we have recommended as necessary for Hong Kong differ considerably from those on which C.-in-C. Hong Kong has based his accommodation requirements. In addition, the requirements icy be affected by the recommendations of the befence of Basus Committoo.
It will therefore be necessary for C.-in-C. Hong Kong to review his requirements to cater for:-
(a) Forces recommended in this paper;
(b) Defences recommended by the Defunce of Bases
Committeu;
(c) Special requirements of the Jervice Ministries
including acrlu of reserve and maintenance holdings.
When the now plen is received we recommend that it should be examined by the Principal Administrative Officers Committoo.
