1.) Your personal letter of 21st November,
Future of Hong Kong.
RECEIVE
Following are my comments on second revised
memorandum.
(a) I have no alternative to propose to suggestion in paragraph 6 (p), but still think the words "to offer them their objective" are misleading and suggest substituting the words "to offer to surrender the lease".
(b) References to sites for new airport may require modification in consequence of Stonecutter's Island
229-3/4/46 project - see my telegram fio. 1559.
(c) New conclusion in paragraph 33 to wholly in accordance with my view and I most strongly support recommendation in the some paragraph that none reasaurance should be given to the public by Lecuing a public statement on the retention of Hong Kong, I consider it highly desirable that this should be done at the earliest possible moment. Ends.
