Suggested Amendments

(A) By the Governor

Insert the words "(with one possible exception)" after the word "are" in the 8th line. (Since this paper was prepared, a proposal has been put forward to site the airfield within the ceded area of the Colony. This is under consideration.)

Add at the end of this sub-paragraph: There 18 however a proposal to site the new airfield in the ceded area of the Colony. This is under consideration. The estimated cost is £10,000,000."

For the words "them their objective" in the 10th and 11th lines, substitute "to surrender the lease! (The Governor has sugested this as he thinks that it would be mislealing to describe the surrender of the New Territories lease as the objective of the Chinese.)

(B) By the Colonial Office

(1) The main paper might be shortened and so made more acceptable to Ministers if the factors governing our policy in paragraph 7 were taken out and put in an appendix to the paper. Paragraph 8 would then become paragraph 7, the first sentence being replaced by the following two sentences: "The factors to be taken into consideration in formulating the line to be adopted in the event of negotiations with the Chinese, whether on our own initiative or on that of the Chinese, are summarised in Annexure .............

These factors seem to point to

two possible alternatives."

(11) The conclusion in the last paragraph might be strengthened, in view of what the Governor says in his telegram of the 4th 3eptember,

by an additional sentence to the effect that the Governor of Hong Kong attaches great importance to the issue of such a statement at the earliest possible moment.
