I think that there is now some urgency about this matter. It would also be desirable to have our preliminary discussion with the Foreign Office, at any rate while Mr. MacDougall is in this country, and I, therefore, attach a draft letter for your signature to Mr. Dening, enclosing copies of the memorandum and its annexures, and suggesting a discussion some time next week.
