I have attached opposite a minute sheet which apparently the Treasury have sent to us. It refers to the concern which the Chinese Government are alleged to feel at the increase of smuggling into and out of China through Hong Kong and suggests that the possibility of consulting with the Hong Kong authorities on this matter is being mooted by T.V. Soong.

This question of smuggling has of course been a matter of difficulty for a long time and it is undoubtedly true that the Chinese Government does loose considerable revenue through the illicit trade carried through Hong Kong. More than one official of the Hong Kong Government has said to me that the Chinese Government have a legitimate grievance here and that the time is ripe for consideration of a custome agreement.

You will see that this matter is referred to in paragraphs 45 and 46 of the Foreign Office memorandum at 7. It is there suggested that we should take the initiative in offering to open negotiations
