With reference to the attached from the Foreign Office, I am telling Mr. Kitson that I have divested myself for the time being of the care of Hong Kong affairs and that Paskin is the person for him to communicate with on Hong Kong questions.
As regards this particular document by Mr. Keswick: who is a very intelligent member of the firm of Jardines in Hong Kong and has only recently given up a political post on SAUSZA's staff, in the course of which he was attached by SAUSMA to C.-in-C., Hong Kong for purposes of liaison with II.. Ambassador in China,
you will probably wish to obtain
Sir Lark Young's com.ents on this
memorandum and on the Foreign Office letter,
and I should doubt if he has any difficulty in making wry effective criticis. s both on questions or fact anl policy.
