December, 1945, ir tinistry and Ministry of Civil Aviation have now cxamined further the possibility of developing Ping han airfield to civil international standerü. seais doubtful whether from engineering aspect development of airfield to full international standard

is possible without very considerable expenditure. Ministry of Civil Aviation also fear that the meteorological and topographi al features of the site may not be acceptable to divil operators.

We propose therefore to despatch as soon

as possible an export fission representing ir Kinistry and Ministry of Civil.viation to report on suitability of

Ping Shan and if necessary to examine any other possible site

in Hong Kong or New Territories. Details of conposition

and date of despatch of Mission will follow.

In the meantime, construction of airfield

to minimum military requirements should continue.
