Mess, formerly superintendent Kerodrome, Hong Kong, now in Australia, is being instructed subject to physical fitness to return to Hong Kong sa early as possible to advise on future establishment of Department of air services. He is also being informed that ne will be considered for the post of Director of air ervloss and in this comection shall be grateful if you will report on nis suitability for this post after he has returned to Hong Kong and had oppertunity to discuss with you future organization and establimament of the Department. Hong Kong #gent has been requested to communicate direct with you regarding departure of Mose from Australia. Moss made suggestion that, in addition to duties in Hong Kong, he should be appointed Civil Aviation Attaché at Chungking but have informed him tunt this is not considered desirable.
