and comprehensive reports upon the Ping Shan site for the use of the Mission, together with soll and photographic exhibitions, Considerable crudit should be given to them for their careful and detailed work, which of course would be entirely wasted if change was minde.

14. Further details or situs will be given in the full report, which will take a little tim. to produce, but essential factors have been given above. This summary is written before the arrival in the U.K. of the other members of the Mission, whose return for various reasons has been delayed by a few days.

Civil

15. Conclusion. Deep Buy will make the better site but will cost more money and will take more time. Aviation or the Colonial Office will probably pay a share of the cost if they want a land airport at Hong Kong.

Ping Shan is quicker to construct and will cost less, but no contribution is likely to be received towards it.

These are factors which the Mission is unable to comment on, but all members are strongly in favour of Doop Bay if possible.

It must be remembered that construction at Ping Shan is continuing now, though at a slightly reduced rate; an early decision is, therefore, necessary,

The essential high level ducisions required, appear to be:-

(1) Do the Chiefs of Staff ropirc a four-engined

airriolŭ at Hong Kon ̧?

(I noticed in the daily

press that Mr. Bevin stated at U.N.O. that Hong Kong will be available for an international Police Force).

(b) Do Civil want a four-engined aircraft airport,

and are they prep .red to contribute towards its cost?

If the answer to either (a) or (b) above is in the affirmative, Deep Bay is the better answer if the extra cost and time are accepted.
