1.
The Ordinance was enacted on the instructions of the
Secretary of State.
2.
In the absence of the necessary papers some difficulty
was encountered in setting out the Objects and Reasons to the Bill.
No query thereon however was raised in Legislative Council.
3.
The date 25th December 1941 was preferred to the 1st
January 1942 in Section 2 of the Ordinance.
The Banks were actually
open until the 24th December and on the 26th December, 1941, the
Japanese required the Banks to hand over certain fairly substantial amounts in notes but not from unissued note stocks.
4.
In Section 3 the date 1st April 1946 has been substituted
for 1st January 1946 as the Colony's financial year runs from April to
March.
