no practicable method of satisfying this all important

requirement. It now appears that there is a possibility

that the difficulties can be overcome.

I have consulted Heads of Services in Hong Kong and

my civil advisers and all are strongly in favour of my present

recommendation which is that immediate consideration should be

given to this project, and that if it is thought to be

feasible the best possible expert should be engaged to examine

and report on it with the least possible delay.
