we need suggest that the Chiefs of Staff should be formally invited to modify or withdraw the view which they expressed earlier this year in quite different circumstances. I should have thought that for our own purposes it would suffice to have the Air Ministry accept our view, and that the question whether, if they do so, it is necessary to refer again to the Chiefs of Staff, could be left to them.
The Governor's despatch at No.104 has a direct bearing on the paper which the Joint Planners are preparing (vide para.1 (d) above) and I have taken the duplicate of No.104 for that file (13041/4/46) which is urgently required for action and is not therefore put up.
