1. Bec C.-in-C. Hong Kong's 291356 (see Annex to I.J.C. (T) (46) 2) to Cabinet Office passed as NR. 8/061 appears to be the best answer to the Hong Kong communication problem, Cabinet Office reply is 311950+ scries NR. 8/989. The following navel points may be of use for discussion in U. 1.

It is noted that Cable and Wireless plans for an up to date station are well advanced and they have already obtained sanction on most of the major points. They seem to have selected the bust sites and it seems reasonable to suppose they would be willing to expand their plans to provide the additional service and Governments circuits required.
It may be more economical and in many ways more efficient for the Government to make Cable and Wireless responsible for providing reception to linc. The Navy to be responsible for audio and machine reception at Navel Headquarters. Somc compromise may be necessary for the searching waves.
The matter of an officient communal recoption site is considered to be more important and of greater urgency from a Neval point of view than a communal transmitting site.
(d) The limited area at present being used for transmitting
and receiving at Hong Kong embraced many rival Government and service requirements and much mutual interforcncu. Even if t. Naval move is made to the now territory there will not be enough spare to allow service and Government departments to lay out ideal communications. Some form of communal citing is essential. A solution is required quickly.

As a long term transmitting policy it is suggested that if C-ble and Wireless intend to employ multi channel transmissions to U. K. and Ceylon the Navy could hire one of the so channels to replace their existing Naval fixed services, Stonecutters should continue to operate other circuits and place unwanted long distance equipment on a c.ro and maintenance basis. for uso in emergency.
(f) Admiralty 021135 (8/047) not to all. Suggests Naval
authorities Hong Kong should state to admiralty their broad requirements but that the combined details planning should take place in U.K. as it is there that the best service and civilian technical advice is available. Cable and Wireless Hong Kong could be used as the local experts.
Hong Kong Communications Board moets shortly to discuss this matter.
