Have noted only 14,000 tone rice remaining for February for all areas after a special high priority allocation of 15,000 tone to U.N.R.R.A., presumably for this quarter for South China, which appeare well in excess of latter's allocation from CFB (see your 8330 ÇA DTG 311030 January).

2. Not sure whether you have been consulted about, or approved, these new arrangements, but in this connection must inform you of contents of signal received by United States Consul-General here from United States State Department and shown to us privately.
