First. 15,000 tons for UNkki is backlog of allocation
for 1945 which they were unable to collect and for which CFB
ordered top priority in 1946. UNRRA's allocation for first quarter 1946 has not been programmed yet and will take the
place on normal priorities and subject to availabilities.
Second. Your Second and Thiru. Fear that reports in Australia and elsewhere of Hongkong's food position may
influence CFB adversly but you can be assured that we are
doing all possible to counter this and your special position
is well known.
Third. Availabilities have however reached new low
level and some cut all round inevitable in Mar. This cut will
apply to all.
Fourth. You will have seen Q9010 8 Feb from Port
Commandant Bangkok and our 6306 Q(MOV2) 11 Feb and his
final reply Q9267 12 Feb. We are taking this matter up with
Troopers in principle as we regard it as entirely wrong that
available stocks should ever be permitted to be idle.
