provide cheap rico for all who might at any time be in the Colony, its primary duty is to provide for the normal community.
(C) Hitherto rico tickets ontitling the holder and his household to a rico ration at the controlled price have beon issued to all comers. In viow of the shortage of rice, the Administration has boon compolled to issuo now instructions to the Rico Controller.
(D) Undor those instructions no (rpt no) now rice tickets will be issued and no (rpt no) additions will be mado to cxisting tickets except in the case of persons who can prove to the satisfaction of the Rice Controllor that prior to the outbronk of Pacific War they had been residents in the Colony for at least soven years, or that they have employment under the Administration or in an essential Service.
(E) Any oxceptional casu will bo donlt with by
the Rice Controller on its merits.
(F) Where application has already been made but no (rpt no) rice ticket issuod, such applic-tion will be rogarded
as cancelled and new application should be made by those
persons who claim to be within the above catogories.

(G) Apart from the rice supplied by the Administration,
there have hitherto boon very small supplies of "UREE-MARKET"
rice procurable at high prices, but there is no probability
of the continuance of such supplios.
(H) The Administration considers that it is its
duty to warn intending nowcomers of the situation. Ends.
Para Threo. It should be observed that this action
in no (rpt no) way restricts immigration into Hongkong but
warns intending immigrants that Government rations of rice
will not be available for thon.
