The attached telegram from the

C. in C., Hong Kong, which the Secretary of State wishes to disquss with you, has now been answered by a telegram from the Army Commander in South East Asia, of which I attach a copy.

There are two points in Hong Kong'. telegram:-

(1) It is suggested that U.N.R.R.A. is retting priority in the very small supplies of rice from Siam ;

(ii) An enquiry was received in Hong

Kons from the U.S. Government containing the suggestion that Hong Kong had been getting too much rice.

The position on the first point is that C..B. allocations of rice for January/March, 1946, to the S.E.A.C. area and other claimants provided that a small allocation to U.N.R.R.A. in 1945 that had not been shipped should have first priority. S.A.C.S.E.A. hae been kept very fully

in touch with arrangements for retting rice out of Siam, and I do not think that there' is any suggestion that this shipment of 15,000 tons to U.N.R.R.A. is inequitable.
