I have reconsidered question of public announcement and feel that it would be best if any announcement in Hong Kong coulă be timed to coincide with announcement made in Malaya. I have not yet received the final views of Governments of Malayan Union and Singapore but hope to do so ehortly, I will inform you of suggested date for announcement when policy has been finally settled.
