CONLLID OF SERVICES IN HONG KONG AFTER RESULPTION OF CIVIL GOVERNMENT

Report by the Joint Planning Staff

In anticipation of instructions, we have examined a lottor from the Colonial Office concerning arrangements to be made for the command of the three Services in Hong Kong after the return of the Civil Governor.

Vo have taken into account the views of the present Commander-in-Chief and end of the Military Administration of the Colony on the future command arrangements; these are contained in three telegrame to the Chiefs of Staff.

Present Command Arrangements

Under present arrangements Admiral Harcourt is Commander-in-Chief and Head of the Military Administration. In his capacity as Commander-in-Chief, he commands the forces of 11 three Services stationed in the Colony and is directly responsible to the Chiefs of Staff for its defence. In his capacity as Hend of the Military Administration, he is responsible to the Secretary of State for er.

The Supreme Allied Commander, South East Asin, is responsible for meeting the administrative requirements of thermy, the R.A.F. and Civil Affairs, The Commander-in- Chief, British Pacific Fleet, is responsible for the ndministrative support of naval forces in Hong Kong,

Before dealing with future arrangements for the

organisation of command within Hong Kong, it is necessary to consider the future chain of military responsibility

from Hong Kong to London.
