protest vigorously but will probably accept the proposal under protest provided the scale is related to actual purchasing power and not to Black Market rates of exchange. It will probably be necessary to appoint a Committee to work out such a scale. There is no possibility that this will be accurate as the only figures so far discovered on which it could be based are those compiled in the Internment Camp which necessarily must contain an element of guesswork. The scale would therefore be open to challenge and I am also rather doubtful as to the reception which any legislation on this subject may receive as the debtors who did not take advantage of the position and who are in a considerable majority may feel that the Government is assisting their less scrupulous neighbours many of whom they regard as collaborators.
