I have discussed very carefully with J.R. Jones the suggested legislation covering Debtor/Creditor relations during the occupation period.

I enclose a memorandum, drawn up by Jones, has my full approval.

I also enclose a decision given in a case brought by the Bank in Manila which is of considerable interest and I think bears out many points which, e ver since discussions on this matter star ted, we have put forward. I also return the document you kindly left with

me.

If you consider any further discussions are necessary, Jones and myself are always at your disposal.
