to Admiral Harcourt are flagged A and B in 13031/10/45.

I should have thought that it would be more appropriate for the War office to raise with the Chiefs of Staff the question of the arrangements for the command of the forces of the three Services after the resumption of civil administration, when the Governor will become the titular Commander-in-Chief.
You will remember that
the D. C. A. and Brigadier Drew at the discussion we had before the former's departure for SEAC, rather suggested that we should take this point up and the present letter is presumably the result of that suggestion. It may be that the somewhat peculiar position under which an Admiral is the military commander has some thing to do with it. I would, however, fall in with what are evidently the War Office wishes in this matter, but take the opportunity
to press for their agreement to our proposal to defer the target date to lat April. herewith.
