My dear Waley,

I enclose a record of a meeting we have had with representatives of the Hong Kong and Shanghai Bank on the matter of the duress notes, us mentioned to Norman Young on the telephone. He said that he would think over and discuss with you the suggestion I threw out in that meeting that a part of any liability assumed by the Bank might take the form of an increase in the fiduciary issue.

Since the meeting, I have heard again from Horse, and an expecting to see him on Saturday morning. If you could let me know before then,

whether the Treasury see any objection in principle to an arrangement of the kind suggested,

it would be very helpful.
