Subject Military H and permanent military garrisons in
First. SAC will shortly send to the Chiefs of Staff a
proposal to reduce 211 troops in British territories in SEAC
to their permanent garrison and to evacuate completely all
foreign territory less Japan before 1 October 46. The proposal
is contingent upon an early peaceful settlement in NEI and upon
other factors including the allotment of shipping from UK.
Second. The following are my recommendations for the
future HQ. They are based upon the assumption that there will
be army GHQ in Sinapore. A. Malaya and Burma both Command H.S.
B. Hong Kong so far as it concerns me to have a GOC and small
staff.
Third.
The following are my recommendations concerning permanent gar.isons. A. Malaya and Burma each one divisional HQ in addition to the Command HQ and each four brigades excluding
the Malayan Regt and the Burma army. B. I shall send detailed
recomendations of GH and Com and troops later. C. If British
Borneo requires any troops one battalion could be detached from
Malaya. D. These forces and the looal forces when raised are
sufficient for lical garrison and internal security.
