We have recently been considering with the War office the date on which the pre sent Military Administration in Hong Kong should end and normal civil administration be resumed. Our present intention is that the present militar y administration, in which Admiral Harcourt is Comme nder of all the Forces of the three services stationed in Hong Kong aba.ld end not later than 31st March, but this

6/B proposel will now have to be reviewed, in the

light of the C.-in-C.'s telegram I.2.548 and the Chiefs' of Steff interim conclusions thereon (0.0.9.(46) 16th meeting).

Whatever date is finally fixed, the question of the command of Services in Hong Kong after the resumption of civil administration will have to be settled very soon. This wold appear to be a matter appropriate for the Chiefs of Staff and it is requested that

the attached Colonial Office memorandum should

be circulated to them for their consideration.
