the_general revenue, be applied, audited and dealt with accordingly, and so far as it is not so applied shall be paid into the general revenue; and where the revenue so directed to be applied as an appropriation-in aid of any vote referred to in the Schedule, exceeds in a financial year-

(a) the sum specified in the fourth column of the Schedule as the

amount to be applied to such purpose; Or

(b) the sum of gross expenditure specified in the fifth column of the Schedule opposite the head of expenditure specified in the second column of The Schedule,
